bgpvpn-update while updating RDs is not working

      RDs in vpn instance are not getting updated using bgpvpn-update command

      Test Case:

      ->Configure bgpvpn with list of RDs. -OK

      ->Update the vpn instnace with additional RDs - NOK

      ->Update the vpn instnace with only one RD. - NOK
