The vm lost ip after reboot the compute node

I have an openstack environment with one controller node and two compute nodes.

I booted a vm on a compute node and it works well.

Then I shut down the compute node for a while. 

After rebooting the compute node ,the vm could not get ip address.

Then I saw the flow table 0 in port is not changed but the the port of the vm is changed.
