Delete L3VPN with associated networks not cleaning up

Spawn VMS on the network and then create a bgpvpn / L3VPN .Associate the network to this VPN . Delete the VPN wthout disassociating the networks from the BGPVPN

Obsereved that fibs= entries /VPN data is not cleaning up as expected.

If network is disassociated from VPN before the delete is triggered cleanup is happening most of the times
