Add policy implementation

k8s defines a Pod Security Policy fro controlling security sensitive aspects of the pod specification. Some possible networking mappings could be host network and ports. Maybe the namespace could also be mapped?

• host network: network namespace
• host ports: range, min and max

The K8S Network Policies defines the current list of defined policies. This task will need to define what policies can be implemented for neon.
