COE : Segmentation ID allocation should be contained within ODL

In the current implementation, COE northbound yang exposes segmentation id to be set from external entities. segmentation-id will be used only for internal vxlan transport, hence ODL should device a mechanism to generate segmentation-ids and allocate it properly.
