In multiple computes ping from external to assigned floating ip fails

In a setup with:

• control+compute d1
• compute d2 (creating instance on d2 with assigned floating ip)

ping from external network to the floating ip fails.

after analyzing this issue, it seems like
eth1 flows on table 0 are missing from d2 ovs.
