Shared use of Register 6 fails the learn based security groups mechanism

Egress ACL flows loads a value to a specific byte in the register (0..7), but match on the whole register.
This register is shared between the ACL mechanism and table 220 flows, therefore any match of an ACL flow on this register will not be successfully matched.
