Description

The flow id for Ipv4 and Ipv6 SG rules conflicts and one replaces the other

Steps To reproduce:

1)Spawn two vm with default SG.

Expected behaviour:

Both Ipv4 and Ipv6 rules to allow all traffic should be present in the ingress pipeline

Observed Behavior:

EIther Ipv4/Ipv6 rules are present.
