Missing flows on wrong event ordering

On southbound port create event we verify if the tenant network exist and only then calling the "handleInterfaceUpdate" on the OF13Provider.
If the southbound event arrives before the northbound event the tenant network is not there yet and therefore the flows for this port will not be created.

On the northbound event we handle only Arp flows and L3 flows so even after the northbound event we will not have all the flows for this port.
