SSH between vm in different network on same compute is blocked even with an allow rule.

SSH between vm in different network in same compute node is failing.

Step to reproduce

1)Create two networks and create two subnets.
2)Spawn two vm one in each network with default SG

SSH between the VM.

Expected Behavior
The ssh connection should be successful.

Actual Behaviour.

SSH fails to connect.
