Multiple FIB entries for extra route get created when neutron route-update is done

(a) Create network , subnet (10.1.1.0/24) , router.
(b) Update the router with extra route = 0.0.0.0/0 , NH-IP = 10.1.1.2
neutron router-update ROUTER1 --route destination=0.0.0.0/0,nexthop=10.1.1.2

(c) Then boot VM-01 (10.1.1.2)

(d) Then boot VM-02 (10.1.1.3)
This leads to creation of 2 FIB entries of 0.0.0.0/0
