auto-TZ dosen't work without neutron

tunnel auto creation dosen't work on networks which were created directly by netvirt.
The tunnel auto-creation feature listens to neutron events instead of netvirt events, so when creating networks using netvirt's API (like the unimgr project does), tunnels are not created.
