The egress table flows(table 220) are not get deleted on port delete

    Description

      The table 220 is not getting cleared when port is deleted when interface-state DTCN is used in AclService This causing conflicts with flows created when new ports are created after that. This is causing CSIT jobs [1] to fail as well.
