missing default route rule from T21 to T26

1. I have a setup of 1 OS controller and compute and another compute (Newton).
2. Topology is 1 router and 3 nets,subnets.
3. Each net has 1 VM with FIP.
4. Ping to that FIP doesn't work.
5. When pinging from controller to VM on the second compute-ping fails.
6. tcpdump on the VM, shows ping request and ping reply.
7. It seems that the rule to router (T21 to T26) is missing on second compute.
