Netvirt: qos policy applied on the network, not applied on newly created ports of same network

Description:

• create a network net1
• create a port with the net1
• associate qos policy to the network
• observe the qos policy is reflected in rest conf and ovs
• now create a new port with net1
  issue: newly created port doesnt get qos policy from the network
