RH - no tunnels in Group of broadcast

We created VMs on RH site but no Flouting IP to the VMs.
Nova list show that all VMs are Active and running .
no dpdk on VMs.

deep debug to the openflow port of specific VM show in dupm-flow and to dump-groups that no tunnels in Group for broadcast.
