ping the ipv4 address of gate way is not reachable

the network is as follow
net1 net2
192.168.1.0/24 -----route----- 192.168.2.0/24

when vm in ne1 or net2 ping net1 gateway(192.168.1.1) or net2 gate way(192.168.2.1), it is not success.

analysis the pipline flow, the icmp packet is resubmitted to egress acl(table 252) in the end, but the egress acl have no rule for gateway ip.
