Static routes not leaked when InterVpnLink becomes ACTIVE

When an InterVpnLink is created in ERROR state (for example, if no DPN is available at that moment) and eventually becomes ACTIVE (because a DPN showed up and then the InterVpnLink could be installed there), the static routes configured in Neutron Routers are not being handled.
