odl-netvirt-ui broken

At some point prior to the release of Boron, odl-netvirt-ui stopped working. When you log into DLUX, the tab exists, but the pages are empty.

Note that this bug is reported for odl-netvirt-ui working with odl-netvirt-openstack (new NetVirt). When I first noticed this issue, I had tested odl-ovsdb-ui with odl-ovsdb-openstack (old NetVirt) and found the same issue, but I haven't tried it in a while.

odl-netvirt-ui and odl-ovsdb-ui are essentially the same feature. odl-netvirt-ui was created to pull the feature into the new netvirt builds and to create consistent naming.
