Description

L3VPN create RPC and CLI is not blocking create call when done more than once with same VPN ID

Steps to reproduce:

vpnservice:configure-l3vpn -op create-l3-vpn -vid abcdabcd-1234-1234-1234-abcdabcd0001 -rd 10.33.112.161:3301 -ert 3301:1111 -irt 3301:1111 -sid 030e342d-73a0-4432-912f-f6aa0c131eb3

vpnservice:configure-l3vpn -op create-l3-vpn -vid abcdabcd-1234-1234-1234-abcdabcd0001 -rd 10.33.112.161:3302 -ert 3302:1111 -irt 3302:1111 -sid 030e342d-73a0-4432-912f-f6aa0c131eb3

Resulting in updation of same VPN whereas updation of VPN is not supported.
