    Description

      ARP flows in ACL tables are missing if AAP with same MAC is updated

      Steps to reproduce:
      -------------------
      1. Launch VM.
      nova boot VM1 --image cirros-0.3.4-x86_64-uec --flavor m1.tiny --nic net-id=76e48fc1-fd6e-4c7b-a60e-605ee8dff0b1
      2. neutron port-update --allowed-address-pair ip_address=20.20.20.100 f992c4ac-93ac-4789-a4c9-d14c5dd823c8
      3. neutron port-update --allowed-address-pair ip_address=20.20.20.200 f992c4ac-93ac-4789-a4c9-d14c5dd823c8

      ARP flows in table 40/251 are missing which would result in dropping the packets in ACL tables.
