    Description

      Steps to reproduce:

      1> one network
      2> one subnet
      3> Boot VM
      4> Create vpn
      5> associate network to Vpn

      Check subnet-op-data and port-op-data is populated properly.

      Then restart karaf without cleaning logs.

      subnet-op-data and port-op-data is not getting populated after reboot.
