BGP Status is not estabilished between ODL to sixwind quagga

I am using below 6.0/5.3 community ODL and trying to create BGP Neighbor between ODL and SixwindQuagga, but the connection is in active state and not changed to Established due to TCP connection issue.

ODL version:
