CSIT tests fail to fully cleanup during tests

    Description

      Expected cleanup between tests does not happen in some cases. This leaves stale flows and model information that can impact further tests. All csit jobs have the issue, one example is: https://logs.opendaylight.org/releng/jenkins092/netvirt-csit-1node-openstack-newton-upstream-stateful-carbon/112/archives/log.html.gz

      This bug is very broad and doesn't cover a specific use case. It will be a epic tracking bug.
