      https://github.com/opendaylight/netvirt/blob/master/vpnservice/vpnmanager/vpnmanager-api/src/main/yang/vpn-rpc.yang defines two pairs of RPCs with the same name: add-static-route and remote-static-route.

      This is a violation of RFC6020 and is blocking resolution of YANGTOOLS-728.
