HW-VTEP TOR is not configured - CARBON

    Description

      i have an openstack with CARBON ODL code as follows:

      https://nexus.opendaylight.org/content/repositories/opendaylight.snapshot/org/opendaylight/integration/distribution-karaf/0.6.0-SNAPSHOT/distribution-karaf-0.6.0-20170419.060206-4944.zip

      configuring the openstack and configure the TOR that is OVS capable,
      i find that the KARAF has lots of exceptions (exceptions.txt),

      some of the TOR configuration is not configured.
      in the attached files VLAN 2023 is not configured in the TOR.

      i also attach operational (operational.txt) and configuration (config.txt) files.
      the VLAN configuration commands in file: HW_VTEP_config.txt

      the TOR OVS data in file: TOR.txt
