HW-VTEP TOR is not configured - CARBON

i have an openstack with CARBON ODL code as follows:

configuring the openstack and configure the TOR that is OVS capable,
i find that the KARAF has lots of exceptions (exceptions.txt),

some of the TOR configuration is not configured.
in the attached files VLAN 2023 is not configured in the TOR.

i also attach operational (operational.txt) and configuration (config.txt) files.
the VLAN configuration commands in file: HW_VTEP_config.txt
