[l3vpn] Local next hop group not deleted after VM migration

    Description

      After creating BGP VPN, a VM was booted behind a DPN(DPN1). It was migrated to another DPN(DPN2). The corresponding fib flows were removed from DPN2 and got programmed in the DPN2. But the local next hop group to which the fib flows were pointing to were not deleted.
