API required to test if a Neutron Port is a Subport or not

      When a neutron port is updated with a qos policy, there is no point in addiing a bandwidth limit rule if that port is a subport.

      An API is reqired to check if a Neutron port is actually a subport so that in port change listener one can skip applying qos policy bandwidth limit rule on such port.
