Traffic between a VM without FIP and a VM with FIP is not working

Steps to Reproduce
1)Create a external n/w and tenant network
2)Create a external router and set the external n/w as g/w and add the tenant n/w to the router
3)Spawn two vm on the tenant network
4)Associate a FIP with one of the VM.
5)SSH from vm without FIP to VM with FIP

Expected Output
SSH should work

Actual Output
SSH is not working.
