No connectivity to Floating IP address when associated with SR-IOV port

    Description

      When launching an instance with SR-IOV port (vnic_type = direct) and associating it with a Floating IP there is no connectivity to the FIP.
      There is a connectivity to the port's address (.e.g from the DHCP namespace)
