    Description

      To reproduce the bug:

      opendaylight-user@root>qos:enable-qos-alert true

      1) Send traffic between two vms , apply bandwidth rule on the client and set the threshold such that alarm is raised.

      opendaylight-user@root>qos:enable-qos-alert false

      2) Again send the traffic such that drop % crosses the set threshold. The alarm will not raise this time. Stop the traffic.

      opendaylight-user@root>qos:enable-qos-alert true

      3) Alarm is raised
