With overlapping ip address in two tenants SG breaks

Steps to reproduce

In tenant1

Create Net1
Create Subnet1 with 192.168.0.0/24
Create to vm1 and vm2 with deault SG

In tenant2

Create Net1
Create Subnet2 with 192.168.0.0/24
Create to vm1 and vm2 with no SG

Initiate a ping between vm1 and vm2. Now with that ping continusing ping between vm3 and vm4.

Observation

Vm3 and Vm4 is able to ping

Expected behaviour
Vm3 and Vm4 should not be able to ping unless there is an explicit drop rule.
