    Description

      Scenario:

      Openstack configured to use vxlan tunnels for vm instacnes and vlan provider for external networks.

      Openstack with ODL for handling L2 and neutron-l3-agent for handling the L3.
      There is a "L2Gateway" like solution to handle the vxlan to vlan conversion for connecting to multiple external networks (vlan) .

      Problem:
      -> When a VM instance in the external vlan tries to send a ARP request to the VM in openstack, the ARP response gets dropped.
