netvirt SFC classifier does not push flows when classifier is created

With beryllium when you create an ACL + SFC classifier with netvirt-sfc, the call is accepted, and the classifier can be seen in restconf, but no flows are sent to the switch to create the classifier. This behavior used to work in Lithium.
