L3 DVR sends local external subnet traffic to gateway

    Description

      When sending traffic to the external subnet, the packet is always sent to the gateway. This is incorrect behavior. If there is a Gateway and host on the same external subnet, and a packet is sent to the host, the packet should not be forwarded to gateway:
