Null Pointer Exception while creating member(NeutronLoadBalancerPoolMembersNorthbound)

When a pool is created without a pool member, and the updated to add a member a null pointer exception is thrown from createLoadBalancerPoolMember().

This needs to be resolved if a pool can be created without having a pool member for the initial call.
