Security Groups - Individual SG rule update fails in Lithium

Individual SG rule update fails in Lithium.

Here are the steps to recreate,
1)Create a SG with a SG rule
2)Spawn a VM and associate the VM to that SG
3)Now add a new rule to the SG
4)The newly added rule is not seen in the flow table.

Note that if the SG is disassocited and reassociated back, then all the flows are seen as expected.
