NIC CLI intent commands do not return error information when user formats erroneous intent command

As of now, Karaf NIC CLI commands do not return an error code or condition when an bad command is formed:

intent:add -f 10.0.0.5 -t 10.0.1.10 -a FROGGY

returns a valid UUID.

Upon inspection of the created intent, you will encounter the fact that the ACTION-COMMAND field is not valid. However, until you list it out, you have no idea that command is funny.
