Indications received by OCP plugin not further propagated to MD-SAL

Currently, indications received at the OCP plugin are terminated there; they are simply discarded, rather than getting propagated to MD-SAL as notifications which can be subscribed by other apps/services in the controller.

It is required that indications be further processed as stated above so that they will be handled properly.
