ODLMicro response for GET follows old format (Pre-Neon)

      In the attached log.html, Please refer to the test case name "Check_Device_Data_Is_Empty (non-critical)"

      The failure is due to the wrong format of the GET response.

      Expected: <data xmlns="urn:ietf:params:xml:ns:netconf:base:1.0"/>

      Received: <data xmlns="urn:ietf:params:xml:ns:netconf:base:1.0"></data>

      The format is actually the Pre-Neon format.
