Remove org.eclipse.persistence dependency declarations

    Description

      These dependencies are only used by Neutron, which has to re-specify versions and wiring to make things working again and provide overrides-and-whatnot to get around NEUTRON-197. This is in scope of NEUTRON-200 for which declarations in odlparent would only hurt.

      Remove all declarations that are used only in Neutron, so that it can a completely local solution based on whatever technology it chooses to deal with that mess.
