blueprint-maven-plugin is not maintained upstream, we have been waiting for a release for three years now (ODLPARENT-225).

In the mean time projects using it went either dormant, or have switched to static blueprints, or have migrated do OSGi Declarative Services.

The only remaining user is OpenFlowPlugin, which can declare and continue using this plugin on their own.
