SingleFeatureTest does not always time out

A surprising amount of the time in autorelease SingleFeatureTests in autorelease-carbon are not timing out, but just hanging for as long as 12 hours before the jenkins job as a whole times out. My understanding is that SFT should have an internal timeout. This is somehow not being enforced.
