Karaf 4 distribution unusable after bundle/feature/karaf reload

I see this behavior when:

• Loading features sequentially in karaf console
• Setting depending features in featuresBoot config.
• Adding some projects to distribution feature-index.

Current theory is all this could be due to features pulling in other features with dependency=false (the default) combined with the fact that no OpenDaylight features/bundles are written to be reloaded.

Plan of action is have odlparent hook in just after the karaf-maven-plugin has run to rewrite dependency=true by default:
