    Description

      Rational: To count messages dropped because the queue present in ChannelOutboundQueue is full. This count will be helpful to mark the threshold downstream message processing capability of Openflow Java. Downsizing/upsizing resources surrounding this counter will decrease/increase downstream message processing capability.
