Using /0 in an IPv4 prefix results in incorrect mask and normalization

      An Ipv4Prefix with "1.1.1.1/0" gets normalized to "1.1.1.1/32" instead of expected 0.0.0.0/0, which is a bug in handling of the bitmask constructed from the prefix.
