ODL Controller should provide a view of openflow node reconciliation status

Today, there is no provision in controller to get the reconciliation status of the openflow node via karaf CLI
ODL Controller should provide a view of openflow node reconciliation status through karaf cli command

For example,
 - Provision from controller CLI to check the reconciliation status of all openflow node connected
 - Provision from controller CLI to check the reconciliation status of a specific openflow node

• Information like openflow node id, node name, reconciliation status can be displayed
