Reserve ports should be logical ports

    Description

      Reserve ports (like LOCAL, CONTROLLER, etc) need to be 'logical' ports like
      'openflow:LOCAL' not numerical ports because their numerical value differs from OF10 to OF13.

      The OFplugin needs to correctly map the reserve ports (whether OF10 and OF13 to the correct reserve ports).
