OpenFlow13 Does not appear to be working or unclear what else needs to be done.

With flowmods punting LLDP to the controller I still don't see any Topoology graphs in the GUI. Zach added a OPNFLWJAVA-25 but this appears to be different. We have never had any topology painted in the GUI but we also were truncating the messages. I have a patch on the consumer side to set the length to 65535 but that didn't fix the issue unfortunately.

Does anything need to be done other then instantiate two LLDP flowmod punts to get things working?

Is there anything else specifically we need to add to get topology services from the MD_SAL? I didn't see anything referenced in the Wiki and the L2Switch example seemed pretty verbose. Will pay for any information on it with documenting the answer in the wiki!
